Recycling system

The recycling system covers the take-back, deregistration, pre-treatment and shredding of end-of-life vehicles.

Vehicle documents as well as the registration and identification data are verified at the take-back point. Only the owner is entitled to scrap a vehicle. If the person scrapping a vehicle is not its owner, then that person must present a power of attorney signed by the owner of the vehicle.

The vehicle is also checked for any missing/extra materials and items.

When an end-of-life vehicle is removed from the register, the owner is issued a certificate of destruction. The system notifies the insurance company for the termination of the insurance and the Finnish Transport Safety Agency (Trafi) for the termination of the collection of annual vehicle tax. A vehicle that has undergone end-of-life deregistration and has been entered into the recycling system can no longer be commissioned to traffic.

Consumers can also dispose their end-of-life vehicle via internet by using net bank codes. After the documents have been filled in internet, the vehicle will be picked up for official recycling and a certificate of destruction will be sent to the last owner.

The owner can also dispose of an end-of-life vehicle by taking the vehicle documents to a vehicle inspection station of A-Katsastus Oy or K1 Katsastajat Oy. At the inspection station, the owner completes the documents required for end-of-life deregistration. The end-of-life vehicle is then picked up and transported to an official pre-treatment facility. The cost of the pick-up service varies by location and transportation distance. A certificate of destruction is delivered by post to the last owner of the vehicle. This also ends the consumer’s responsibility for the vehicle. NOTE: Inspection stations do not take back end-of-life vehicles. Instead, they are picked up for recycling upon agreement.

In pre-treatment, the end-of-life vehicle is removed of all fluids. Other parts to be removed include, for example, tyres, battery and catalytic converter. Explosive parts such as airbags are either removed or deactivated.

At the shredding facility, end-of-life vehicles are shredded and sorted into three types of materials:

  • Ferrous residue – raw material for the steel industry
  • Non-ferrous residue – various metals that are processed into raw material for the metal industry
  • Light fraction – some of which is recovered for energy production; non-recoverable waste is disposed of at a landfill site
